In a few years, the AUSA-RUSI* project has become a milestone in the modernisation of administrative procedures in the Brussels Capital Region.
This project was launched to digitalise all requests for urban planning information (UPI), and aims to simplify and speed up procedures for both professional users and municipal administrations.
The Brussels municipalities at the heart of the project
The AUSA-RUSI project, which is led by Urban’s IT team, is constantly evolving and includes a number of new developments and improvements, including finalising the integration of all municipalities into the digitalised procedure.
At present, fifteen municipalities are already using the digitalised workflow on a daily basis. Three new municipalities will join them in the second half of 2025, while the last municipality will have to wait for an update of the legal texts governing UPI requests before it can start using the joint workflow.
A new milestone for the project
The project has recently taken a major step forward by integrating the Fédération du Notariat (FedNot - the Belgian professional association of the notarial profession) into the digitalisation process!
Since 23 June, notaries have been able to submit requests for urban planning information directly through their IT tool (iBOT), supplied by the FedNot and connected to the regional IRISbox and NOVA platforms. The municipalities now receive and process these requests entirely digitally and transparently.
This is the result of a close collaboration between Urban’s IT team, which leads the project, Paradigm and all the municipalities that take part in this project. This transparent and structured cooperation model facilitates the convergence of regional and national interests for the common good.
This way, the AUSA-RUSI project illustrates the collective commitment to an efficient administration, focusing on simplification and innovation at the service of the Brussels Capital Region.

A project carried out as part of the European recovery plan: NextGenerationEU
This project is an integral part of the Recovery and Resilience Facility (RRF) of the NextGenerationEU instrument, aimed at supporting EU member states in their recovery efforts, as part of the digitalisation of processes for citizens and professionals.
For Urban, this European support concerns three projects:
- MyPermit: digitalisation of planning and environmental permits
- AUSA-RUSI: digitalisation of urban planning information
- AUSA-Archive: digital archiving of application files, appendices and plans
